Before you start to modify the terrain, it is recommended for you to set the global height of the terrain. It defines the height range of a terrain project (The maximum height can be from 1 up to 300). You may find the Height slider in Terrain panel.

When you use the Terraform tools to modify the folds of the terrain, you may sometimes encounter tableland issues. It is because the spot you are raising hits the global Height and can not be raised any more.
