User Preference to "Enlarge Font and UI" does not work in my Win 10 or Win 8.1

Situation:
========
I have win 8.1 on my main (and most reliable PC where most of my animation is done) and also on my Win10 Laptop (which serves me for animating while travelling), but the User Preference for:

Interface/Enlarge Font and UI...

does not make any difference on either of these machines.

Please note:
==========
1. Due to my poor eyesight, all 3 of my win 8.1 screens are already set to a permanent 125%, while my (predator gaming) laptop is factory 100% default settings... so I am unsure if this makes any difference.

2. This function never worked in CA4 either, but it has only just started to cause me difficulty (as my vision declines less gracefully than fine wine.)

Suggestion:
==========
I'd love to be able to choose my own default background colour in global preferences (as well as project settings) if possible please..? eg, a nice cheery sky blue... or a clean white for a fresh start... or sometimes black for those weeks when a project with bright colours or sci-fi scenes can feel even more dramatic during the draft stages.

Otherwise we only have 2 shades of grey to choose from via the UI, which is even more depressing and "restrictive" than that author who forced the world to consider 50, LOL.

Alan, no sadly it does not help me, because issue 9439 is no longer available to see publicly in the Feedback Tracker.
