I tried the clean installation of NVidia drivers as mentioned in another post with a similar issue. Also I see that my video card looks like being earlier generation than listed in the minimum requirements. So if with GeForce 210 I even have no chance to run the software, please, let me know.

I looked up a benchmark for your card, and it scores 172, whereas recommended cards (Nvidia GTX 1060 and up) score 9000 or more.

This is not a bug.
Your GPU is extremely underpowered and also does not seem to support DX11, so iClone 7 will not run.
There is a difference between the DX version installed on the PC and what the card actually supports.
To find out, run the dxdiag utility (type it in the Windows search field and it will come up).
Select the Display tab and see what's listed under Feature Levels (see attached dxdiag.png). This will tell you what your card can support.
Your card also has very little video memory (VRAM), which will hamper performance.
