Character from CC has different scale than the UE4 mannequin and won't receive the retargeted animations well
There is a problem when a character is exported as FBX and then imported into Unreal with animations. When I try to retarget the animations from the mannequin character to my character there is always sliding feet or hands (IK) and the issue is probably happening from the wrong size of CC character. It seems like retargeting animations won't fix this. I tried resizing in CC but it's causing problems to the hair and extra components. I tried resizing in Maya and Blender but with no luck. Fixing this with extra coding won't work as we need this to work with sequences for cutscenes.

If you want to reproduce the issue just load this fbx animation and test it with the mannequin and then a CC character. The hands will never stick to the ground as they should.
