Can not klink "target tool preset or FBX options" while exporting as fbx

Hi, i want to export a character as fbx, but i can not klick the button next to "target tool preset or FBX options"

OS: Windows 10

Does every combo boxes in this panel can't be clicked, like Max Texture Size.
