Have it render 15 frames of one second from the timeline rendered with a time code of 30 frames per second.
or
Half speed:
Have it render 60 frames of one second from the timeline rendered with a time code of 30 frames per second.
or
On the two's
Have it render 15 frames per second but twice the same frame to make 30 frames per second.
