Put "Save MI Scene" functionality onto the Render panel (and make Render separate from Preview)

This is a two-part suggestion:
a) Split the Preview and Render actions into two panels (a.k.a. "tabs")
b) Add the "Save MI Scene" to the Render panel

There are some actions and settings that are distinctly different between a Preview and a Render action. Splitting them apart onto two different panels ("tabs") will make it easier and less confusing.

Currently the "Save MI Scene" functionality is "hidden." I think everyone expects to see it on the Render panel. Putting it there will make it much easier to find (and more convenient).

I have provided a mockup to help explain what I am suggesting.

This has been largely, maybe completely, addressed.
Different design, but the main objective has been met.
