Odd interpolation of hand rotation between keyframes
This [referenced video below] is a stock character added to a new, empty project. iClone 8.41.

Using the "Edit Motion Layer" panel, I create a couple of keyframes. The first keyframe has the upper arm rotated upwards and the hand rotated upwards.
The second keyframe rotates the hand downwards.
These keyframes were set using LOCAL rotate.

The attached video shows the positions of the two keyframes and the odd hand rotation when scrubbed (odd interpolation between keyframes).

I exported this character (without any animation) to Blender and created a similar, 2-keyframe animation. The rotation worked fine.

Maya also behaves like iClone.You can also go to Curve Editor panel to edit keys to the result you want.

I'm sorry that this is a specification restriction.I try to set hand effector to IK,the rotation of the hand will decrease.You can try it.
