If you need to recreate this: 1 select an image plane from content in the props submenu. 2, drop any depth map image into the displacement map section in the texture settings section of the object. 3. increase the strength of the effect in the tesselation section of the displacement map. 4. turn on the smooth mesh on the object and use subdivision, because the tesselation version doesn't have this bug. 5. turn on motion blur and smooth mesh in the preferences menu. 5 Turn on motion blur in the effects section of the visual menu.
