For my part, after wrestling with this for an entire day, I was missing one little thing, (and that's all it takes.) Ya gotta add the :999 at the end of the IP address in the iclone side of things.
My iPad Pro connection works with CTA4 but fails to connect with iClone. So I know it is not a network issue or network address issue. Note: I did not have both programs running at the same time, so that was not an issue.

If you use Wifi, please make sure that your computer and iPhone are in the same Wifi, and set the iPhone Live Face App IP in Motion Live.
