Constant light flickering

Unfortunately I'm finding that there is constant light flickering, even with the usual fixes done (under visual I have increased the shadow size etc and turned on flicker compensation).

This render is 1920x1080 with 3x super sampling - check out the character's neck.

The file is massive and the limit on this is 10mb. ?? It's 170mb.
